This is a frill shark. It is a species of deep sea shark. This one specifically was the only one ever discovered swimming in shallow waters and died shortly after being captured, regardless of the efforts made to keep it alive.
When these sharks are found on the surface, they are usually long since dead.
This is not a newly discovered species, nor is it a mythical 'dragon shark'. And No, it doesn't fucking breath fire. Nothing does! *palmface*
